The new activities on the schedule of World AIDS Campaign 2008 are designed to help residents to “Keep the Promise, Lead, Empower and Deliver.”

National AIDS Coordinator Gardenia Destang-Richardson said that one new activity was the “Walk of Hope” which took place Thursday, November 13.  She explained that the walk from Independence Square to Frigate Bay intended to show solidarity with persons living with HIV/AIDS, and spread the message that persons living with HIV/AIDS are humans first and then have the disease after.

The AIDS Coordinator said that the people who walked demonstrated that they understand HIV/AIDS issues as well as care and support those persons living with the illness.

A new feature to be added to the November 28 Parade which customarily has creative methods of displaying different HIV/AIDS issues will be the a symbolic balloon release.  Mrs. Destang-Richardson explained that over 300 balloons will be released representing one balloon for each reported person who has died and one for each person in the Federation who is living with the illness.  At the conclusion of the Parade at the Treasury Apron, there will be what has been dubbed an AIDS Jam, which is a concert featuring local performers.

The St. Kitts and Nevis National Assembly has approved a resolution guaranteeing an EC$20 million Treasury Bills issue on the Eastern Caribbean Securities Exchange (ECSE) by the Nevis Island Administration of Premier the Hon. Joseph Parry.

The resolution, which authorises the Federal Minister of Finance, Dr. the Hon. Timothy Harris, to guarantee the two-year Treasury Bill was supported by the Leader of the Opposition and Parliamentary Representative for Nevis Nine, Hon. Mark Brantley and the Parliamentary Representative for Nevis 11, the Hon. Patrice Nisbett.

“The impact upon the Federal Debt is that it will basically not increase the overall debt level, because the Nevis Island Administration’s Treasury Bills portfolio is already included in the total public debt,” Minister Harris told Parliament.

He said that the debt is a contingent liability of the Federal Government and the resolution was brought to the lawmaking body in accordance with the Finance Administration Act of 2007.

“The benefits accruing to the Nevis Island Administration of placing these instruments on the Regional Government Securities Market (RGSM) would include the competitive bidding process by which the market operators would increase the likelihood of the Nevis Island Administration receiving the best rate for its bills. This has been the case of other regional governments,” said Minister Harris, who pointed to the possibility that the securities could basically bring in a saving to the Nevis Island Administration.

A bill regulating noise in residential areas on St. Kitts is now available for public scrutiny.

The draft legislation was introduced by Prime Minister and Minister of Sustainable Development, Hon. Dr. Denzil L. Douglas, and given its first reading during the November 11th sitting of the St. Kitts and Nevis National Assembly.

The Noise Abatement Bill, 2008, will make provision for the regulation of noise from private premises and public places.

If it becomes law, a person will not be allowed to create noise in a manner that the sound is audible beyond a distance of one hundred meters from the source of the sound and is reasonably capable of causing annoyance to persons in the vicinity.

Where the sound is audible beyond one hundred meters in the vicinity of any school, church, hospital, nursing home, infirmary, dwelling house, hotel or guest house, the sound shall be presumed to cause annoyance to persons in that vicinity.
