Property owners with objections based on property valuations under the Property Tax Ordinance which was passed in the Nevis Island Assembly in April 2008, can now take their grievances to a body of persons who were given the mandate to make determinations in relation to their objections.

During an interview with the Department of Information on June 30, 2008, Legal Advisor in the Nevis Island Administration (NIA) Mr. Patrice Nisbett, disclosed that the Valuation Review Board which was appointed by the Minister of Finance Hon. Joseph Parry and became effective as of June 01, 2008, would be chaired by Ms. Yasmin Clarke with members Mr. Mervin Richardson, Mr. Eustace Hunkins, Mr. William Griffin, Mr. Vernon Evelyn and Secretary Mrs. Semona Johnson-Morton.

“The powers of the Board are to determine any complaint that is made before it on a specific matter. For example the tax payer may complain about the description that is placed in a valuation notice that is received.

“They [tax payers] may complain about the particular class in which the property has been assigned to by the Chief Valuation Officer. There are various classes for example the commercial class, residential class the accommodation class. A particular property owner may be dissatisfied about the particular class that is assigned to his or her particular property and then they may make a complaint and this Board has the jurisdiction to make a determination,” he said.

Chief Executive Officer of West Indies Power Limited (WIPL) Mr. Kerry Mc. Donald told the Department of Information on June 25, 2008, that plans were well on the way towards providing geothermal energy for the island of Nevis in 2009.

He also spoke of his commitment to the initiative.

“Everything is based on power to Nevis at the end of 2009,” Mc. Donald said.

The company, which made its first geothermal reservoir discovery on June 02, 2008 at Drill Site Nevis1 in Spring Hill, had since relocated to Drill Site Nevis 2 at Upper Jessups Village in the St. Thomas Parish.

The CEO spoke of the company’s current undertakings at the new site.

Premier of Nevis Hon. Joseph Parry described his four month old weekly One on One meeting with Nevisians as successful and rewarding. He told the Department of Information in an interview on June 25, 2008, that he had seen hundreds of persons since the initiative commenced on February 13, 2008.

The One on One meetings as they have become known has allowed members of the public to have easier access to the Premier in an informal setting at the Cotton Ginnery Mall, a central location in Charlestown.

“I initiated this programme to meet with Nevisians every Wednesday morning once I am on the island and it has gone very well. The purpose of it was to take the stress off persons who had to make appointments to come and see me. I prefer to have an informal meeting downtown where people just come in and we try to deal with their problems.

“I would say that I see about 15-20 Nevisians every time and so for every month I am seeing about 80 Nevisans. It has gone extremely well and people have expressed satisfaction with the service, if I may call it a service, that has been given and I am very pleased to be able to interact with them in an informal fashion. So I think it is a win, win situation. It has been very, very rewarding,” he said.

Targeting the luxury traveler may seem out of sync given the current economic climate of soaring fuel prices, high air fares, inflation and a sagging dollar.

But not to Sen. the Hon. Richard “Ricky” Skerritt, St. Kitts and Nevis’ Minister of Tourism, Sports and Culture.

“We’ve got challenges, to be sure, but I’m reading the right market,” he was quoted by Gay Nagle Myers in the Travel Weekly ““ the National Newspaper of the Travel Industry.

When St. Kitts moved from 350 years of sugar production to a tourism-based and tourism-driven economy in 2005, Minister Skerritt was instrumental in orchestrating a revised tourism policy and a strategic tourism plan. Key elements of the plan included the development of high-end resorts with residential components.

“The luxury market continues to look for investment opportunities in second and third homes,” he said. “St. Kitts is a fresh opportunity.”

However, the current economic scenario forces travelers to be more creative and careful in their quest for vacation experiences, according to Skerritt, who said: “More than 50 percent of our revenue comes from tourism. St. Kitts has to fight for market share where there is growth.”
