A Message of Hope and Encouragement For 2009

I bring New Year Greetings to all the people of Nevis, the people of St. Kitts and those Nevisians who live in the Diaspora. I especially remember those of us who live in the Virgin Islands, the nearby islands of St. Maarten and Anguilla, and of course the USA, Canada and the United Kingdom.

The year gone by has had its successes and disappointments.  In spite of a year of recession in the United States and the closure of the Four Seasons Hotel, which is the main source of employment in the private sector and the major revenue earner on Nevis, in relative terms, the people of Nevis did well.

Firstly, we were able to maintain full employment.  In fact, due to the commencement of operations of the Brown Hill Communications Company in June of last year over 85 additional young persons are now employed.  They work in a comfortable environment and there are certain worker benefits that are available for the first time in this sector of the economy.  Early in the New Year, I have been informed that the company will be recruiting and training additional persons.

Secondly, the Government of Nevis commenced the exploration of Geothermal Energy with the assistance of the West Indies Power Company.  It is of the greatest significance to the people of Nevis.

The oil crisis is not over.  We have been fortunate to see a drop in World oil prices as they went from US$147.00 per barrel in June last year to approximately US$40.00 per barrel at the end of 2008.  This has resulted in a considerable reduction in the cost of gasoline, diesel and other fuels over the ensuing month.  However, as the major countries of the world recover from difficult times the world price of oil will rise again.  Therefore, the development of geothermal energy for electricity consumption will bring stability to electricity rates and will also ensure consistent and affordable rates for those of us who do business with NEVLEC.

It will create additional jobs for our people in the construction phase, the production phase and it will attract other industries in search of cheap power to Nevis.

It will not only reduce the cost of energy to NEVLEC it will help the Government to save money and will attract revenue, especially, from sales to other industries and, overseas, in the future.

During the month of December the Government’s team of our Legal Advisor, Hon. Patrice Nisbett, Mr. Laurie Lawrence, the Financial Secretary, Ernie Stapleton, P.S Ministry of Communication, Works and Public Utilities, Cartwright Farrell, General Manager of NEVLEC, a representative from the Organization of American States, and advisors for the UK and Geothermal Association of the USA completed the terms and conditions for a contractual agreement with West Indies Power, for the way forward.  Those terms and conditions will be made public before the end of January.

Fellow citizens at home and abroad, residents, visitors and friends of Nevis, I extend to you heartiest Christmas greetings.

The year seems to have sped away. However we see it, we are thankful to be able to celebrate another Christmas. This is a holy, though festive season. It has become inescapable for everyone whether Christian or non-Christian.  It appeals to all of us because it is a time for peace and goodwill toward all. Christmas helps us to rediscover the child in all of us. It tells us that we have hearts and are capable of loving.

We pause to thank the Almighty God for blessing us with a very good year.  He has saved us from the ravages of hurricanes and man made disasters, even though we were visited by Hurricane Omar which did major damage to our coastline and the Four Seasons Resort, we are grateful that no lives were lost.  Once again in the face of crisis Nevisians came together to assist in the speedy refloating of the Sea Bridge and the Sea Hustler and for that, we all are grateful.

Christmas time is a very difficult time for those who have recently lost loved ones, those whose families and relationships have been broken or separated for any number of reasons, and even within families, those who have lost their jobs and are unable to join in the buying of gifts and food.  Many of you, especially those of you living overseas are going through a very difficult period due to loss of jobs and homes.  My heart goes out to you and believe me I feel your pain.

Here on Nevis we are still struggling with the matter of the Four Seasons Resort.  All indications are that the New Year will be a challenging one for that institution and our people.  We will have to practice patience and work with all the stake-holders to have the property functional as soon as we can.

During the past year we saw a spike in the price of fuel and subsequent increases in the price of fish, bus fares and electricity.  As I speak to you, I am pleased to report that the price of gas which had been risen to as high as $17.00 per gallon has fallen to below $7.50 per gallon.  I am pleased to also report that your December electricity bill will reflect a 50% cut in the fuel surcharge.  Additionally, government continues to subsidize the cost of certain basic consumer items through the Supply Office.  What this demonstrates is that my government is taking serious steps to reduce and control the cost of living here on Nevis.

Nevis Premier and Minister of Education, the Hon. Joseph Parry commended Mrs. Joycelyn Liburd at the School Renaming Ceremony on Thursday, October 8th at the Grounds of the Gingerland Primary School, as the school was renamed in her honour.

Premier Parry, in his Feature Address, said Mrs. Liburd has had a distinguished career in education and in guiding the young generation.  Mr. Parry said he was proud that the school will be renamed the Joycelyn Liburd Primary School and suggested that a photograph of Mrs. Liburd should be prominently displayed in the school in recognition of Mrs. Liburd’s outstanding contribution to the school over the years.

The Renaming Ceremony was part of the schools 30th Anniversary Celebrations, which have as their theme: “Providing a sound education for the youths of this nation-past, present and future.”
