Approximately 45 delegates from 17 countries and organizations within the Commonwealth Caribbean Region will spend the next three days at the Royal St. Kitts Hotel, crafting an action plan to promote respect and understanding among Commonwealth citizens.

The November 19 to 21 conference is organized by the Commonwealth Youth Programme Caribbean Center in collaboration with the Department of Youth. Osmond Petty, the Permanent Secretary responsible for Youth Affairs gave an outline on the reasoning behind this meeting.

“The majority of our population are youth and so we need to encourage interaction on social issues. We need to strengthen ties and develop key linkages among youth,” he said. “We need to identify problems and find solutions to issues facing youth. We need to be able to provide a basis for a discussion on how to improve family relationships, to empower youth and ensure that our young people are not neglected.”

The St. Kitts and Nevis National Assembly has approved a resolution guaranteeing an EC$20 million Treasury Bills issue on the Eastern Caribbean Securities Exchange (ECSE) by the Nevis Island Administration of Premier the Hon. Joseph Parry.

The resolution, which authorises the Federal Minister of Finance, Dr. the Hon. Timothy Harris, to guarantee the two-year Treasury Bill was supported by the Leader of the Opposition and Parliamentary Representative for Nevis Nine, Hon. Mark Brantley and the Parliamentary Representative for Nevis 11, the Hon. Patrice Nisbett.

“The impact upon the Federal Debt is that it will basically not increase the overall debt level, because the Nevis Island Administration’s Treasury Bills portfolio is already included in the total public debt,” Minister Harris told Parliament.

He said that the debt is a contingent liability of the Federal Government and the resolution was brought to the lawmaking body in accordance with the Finance Administration Act of 2007.

“The benefits accruing to the Nevis Island Administration of placing these instruments on the Regional Government Securities Market (RGSM) would include the competitive bidding process by which the market operators would increase the likelihood of the Nevis Island Administration receiving the best rate for its bills. This has been the case of other regional governments,” said Minister Harris, who pointed to the possibility that the securities could basically bring in a saving to the Nevis Island Administration.

A bill regulating noise in residential areas on St. Kitts is now available for public scrutiny.

The draft legislation was introduced by Prime Minister and Minister of Sustainable Development, Hon. Dr. Denzil L. Douglas, and given its first reading during the November 11th sitting of the St. Kitts and Nevis National Assembly.

The Noise Abatement Bill, 2008, will make provision for the regulation of noise from private premises and public places.

If it becomes law, a person will not be allowed to create noise in a manner that the sound is audible beyond a distance of one hundred meters from the source of the sound and is reasonably capable of causing annoyance to persons in the vicinity.

Where the sound is audible beyond one hundred meters in the vicinity of any school, church, hospital, nursing home, infirmary, dwelling house, hotel or guest house, the sound shall be presumed to cause annoyance to persons in that vicinity.

Amendments to the Vehicles and Road Traffic Act will make it mandatory for wearing seats belts and a three year jail term on conviction for causing death by dangerous driving.

The Vehicles and Road Traffic (Amendment) (Bill) 2008, which was introduced and given its first reading in the St. Kitts and Nevis National Assembly on November 11th proposes several miscellaneous amendments including identifying the institution for registering taxis, tour buses and motor omnibus.

Clause 4 makes provision for persons who seek to register a public service vehicle other than a self”“ drive vehicle to apply in writing to the Tourism Authority in the case of a taxi or tour bus and to the Traffic Safety and Public Service Drivers Board in the case of a motor omnibus.

Clause 5 of the Bill increases the penalty for driving without a licence to a maximum of two thousand dollars. Additionally provision is made in that clause limiting the kinds of vehicles that may be driven by a learner driver for the purposes of obtaining driving instruction.

Clause 6 of the Bill provides among other things, that the qualification of a driving instructor must include the possession of a valid Class I driver’s licence. This Clause also goes into the prerequisites for obtaining such a licence.
