The Government of Saint Kitts and Nevis has given the green light for the full implementation of the Cannabis Act on April 20th, a globally recognized day for cannabis enthusiasts (#ad). Through the Cannabis Act (Parts III to VII) (Appointed) Day Order, published in the Gazette, the government aims to establish clear regulations for responsible Marijuana use and derivatives within the Federation.

Enacted in 2020, the Cannabis Act created the Medicinal Marijuana Authority to facilitate access to medicinal cannabis for qualifying medical conditions and introduced a licensing system to regulate its cultivation, supply, possession, production, and use. However, until now, only preliminary sections of the Act were active.

Minister of Agriculture, Hon. Samal Duggins, emphasized the importance of this move for developing a professional and sustainable medical Ganja industry. The government intends to ensure clarity in cannabis laws, support small businesses, especially Rastafari groups and traditional growers, and foster a cannabis-friendly society.

April 20, known as 4/20, is celebrated globally as a day dedicated to cannabis consumption.

On July 28, 2022, the Cannabis (Medicinal Cannabis Licensing) Regulations were issued, although they lacked enforceability due to the inactive Part VIII of the Cannabis Act.

With the recent Order, the Medical Cannabis Authority gains the authority to implement responsible regulations, jump-starting the medical cannabis sector. Minister Duggins can issue further regulations to guide industry practices.

Prime Minister Hon. Dr. Terrance Drew highlighted the economic potential of the medical marijuana industry for diversifying the economy. However, the government also emphasizes addressing substance abuse, evident in finalizing the National Substance Abuse Plan 2023-2028. Balancing economic growth with public health remains a priority for the responsible government.
