New Revised Edition of the laws of the Federation of St. Kitts and Nevis will be launched this afternoon at Government House.
This will be the authoritative edition and the sole and proper laws of Saint Christopher and Nevis in respect of all written laws contained in the Revised Edition and comes into force with effect from the 23rd day of March 2010,” said Attorney General and Minister of Justice and Legal Affairs, the Hon. Patrice Nisbett.
During the ceremony at Government House, the Permanent Secretary in the Ministry of Justice and Legal Affairs, Mrs. Ryllis Vasquez will deliver welcome remarks.
Comments will come from Law Revision Commisioner, Mr. Serwano Mukasa; President of the St. Kitts and Nevis Bar Association, Mr. Charles Wilkin, Q/C.; Ambassador Extraordinary and Plenipotentiary and Permanent Representative to the United Nations, His Excellency Mr. Delano Bart, Q.C.; General Counsel and former Attorney General, Dr. Dennis Merchant; Attorney General, the Hon. Patrice Nisbett and Chief Justice, His Lordship the Hon. Hugh Rawlins.
Prime Minister Hon. Dr. Denzil L. Douglas will give the keynote address.
“The Revised Edition of the Laws of Saint Christopher and Nevis shall not be held to operate as new laws, but shall be construed and have effect as a consolidation and as declaratory of the written laws that have been revised and published therein and shall not be construed as a legislative endorsement of any judicial interpretation of a pre-existing law,” said Attorney General and Minister of Justice and Legal Affiars, the Hon. Patrice Nisbett.
“Where, having regard to any provisions of the Interpretation and General Clauses Act Cap 166 or any other Act substituting therefor, the Commissioner has, in exercise of any power conferred by the Law Revision Act, recorded a written law by way of simplification, or otherwise omitted any provision thereof, or altered any written law in any other way, without affecting the substance thereof, the altered provisions of the written law published in accordance with the Law Revision Act shall, for all purposes, be deemed to be the authentic version of the written law as if they had been enacted in that form,” said the Attorney General.
