The Government of St. Kitts and Nevis is preparing to introduce a major upgrade to its national passport system with the rollout of a new biometric passport and a modernized ePassport Issuing Control System in November 2024. Partnership With Canadian Bank Note Company
The new biometric passport system has been developed in collaboration with Canadian Bank Note Company, a global leader in secure identity solutions. The partnership between the Ministry of National Security and the Canadian firm spans nearly two decades and has played a central role in the evolution of St. Kitts and Nevis’ passport services.
Senior officials from the Ministry of National Security, including representatives from the Immigration Department and Passport Office, recently traveled to Canada to finalize system preparations and confirm readiness for the November launch.
This long-standing collaboration has enabled the Federation to adopt proven technologies while maintaining control over national identity systems.
Enhanced Security Features in the New ePassport
The upgraded biometric passport introduces several physical and digital security enhancements designed to protect against fraud and unauthorized use. One of the most notable upgrades is the inclusion of a polycarbonate data page, which offers greater durability and resistance to tampering.

By becoming a member, the Federation strengthens the global recognition and trust of its travel documents. St. Kitts and Nevis is now among a select group of countries in the Caribbean participating in this system.
The ICAO Public Key Directory plays a central role in global passport authentication by enabling secure validation of biometric data stored on passport chips at international border checkpoints.
Compliance With International Travel Standards
The updated biometric passport system adheres to ICAO Document 9303, which defines international standards for machine-readable travel documents. Compliance with these standards ensures that passports issued by St. Kitts and Nevis are globally compatible and accepted by immigration authorities worldwide.
Aligning with ICAO standards not only enhances security but also improves the overall travel experience for citizens by reducing delays and minimizing the risk of document-related issues during international travel.
Looking Ahead to Digital Identity Solutions
In addition to passport modernization, the Government of St. Kitts and Nevis is exploring broader digital identity initiatives. Government officials recently met at the National IT Centre in Basseterre to discuss the development of a national digital ID authentication system.
The project will draw on international expertise, including digital governance knowledge from Taiwan, to help shape a secure and effective system. Plans also include a public design competition, allowing citizens to participate in the creation of the new digital ID card.
