St. Kitts and Nevis Prime Minister Hon. Dr. Denzil L. Douglas said his governing St. Kitts Nevis Labour Party Administration will always strive for fiscal responsibility but was adamant that “debt will be incurred to improve the quality of life of the people of the country.”

“I think the performance of the Labour Administration under my watch has been given good grades, good marks by those (local, regional and international financial institutions) who continue to monitor the economic situation in St. Kitts and Nevis,” Prime Minister Douglas said in response to a question on the radio programme “Ask the Prime Minister” which debuted on ZIZ on Tuesday.

“We aim of course for a balance budget. That is what we aim for. We always aim for a balance budget. We try to ensure that there is enough primary surplus to ensure that we can generate the necessary financing for a number of capital projects. There are times when we have had to depart from what would have been the specific budgetary plan of the government,” said Dr. Douglas.

Public Servants on Nevis have the opportunity to improve their knowledge in the area of project analysis. Permanent Secretary in the Ministry of Finance in the Nevis Island Administration (NIA) Mr. Laurie Lawrence said the workshop from October 20-24, came at a very important juncture in Nevis’ development.

The workshop [Project Management Training Programme ““ Project Cycle Fund] is the first of its kind held on the island and in the Caribbean, is funded by the Caribbean Development Bank (CDB). It is being held on Nevis in collaboration with the Department of Statistics and Economic Planning here.

Mr.Lawrence said due to the high level of debt in the Caribbean, the difficult global financial situation and poor fiscal accounts, the governments of the region had no choice but to give higher priority to project planning and management.

“With proper project planning we can ensure that priorities are given to projects that increase the rate of economic growth and generate adequate returns to repay debt,” he said.

According to Mr. Lawrence, the workshop was a step in the right direction for Nevis.
