The CARICOM Community (CARICOM) is currently re-examining the scope and effectiveness of the overarching philosophy of “education for all.”

Prime Minister of St Kitts and Nevis, Hon. Dr. Denzil L. Douglas at the Education Symposium of the New York Conference on the Caribbean felt the discussion could not be timelier.

St. Kitts and Nevis boasts of being the first Caribbean nation to introduce free secondary since 1965.

“In New York, it is clear that you are grappling with the reality of the principle of ‘no child left behind’ especially its implications for poor black and Latino children, among whom I am sure are some descendants from the Caribbean. In the CARICOM Community as in New York, educators and researchers are quizzical about the growing trend of male underperformance or under achievement and are sensitive to the need for corrective action that may have significant social consequences,” said Dr. Douglas.

He noted that for the Caribbean Community, there is the additional issue related to the migration of skilled and highly trained professionals and the discussions on how to tackle the ‘brain drain’ or ‘brain gain’ to the mutual benefit of both societies.

“While this panel focuses on collaboration among our higher educational institutions, it is critical to note that viable tertiary systems are highly dependent on the foundations laid during pre-school and kindergarten through to the elementary and high school levels,” said Dr. Douglas. HIV/AIDS Coordinator on Nevis – Nicole Slack-Liburd

Fathers and Fathers-to-be on Nevis, will receive a special gift from the Nevis HIV/AIDS Unit in time for Fathers Day, when it hosts its second national testing day activities on June 14, 2008. The activity will be held at the Villa in Charlestown from 10 am-5pm.

Acting Health Planner and HIV/AIDS Coordinator on Nevis Mrs. Nicole Slack-Liburd told the Department of Information on June 10, 2008 that the event themed “Take the test take control” and “Men know your status; protect you, protect me protect us”  would target fathers because women were the ones who had primarily received testing for the disease.

“Our target audience this time around is primarily men because we realise that in comparison to women men are under tested here in Nevis so we are targeting them this time around.

“The primary reason people get tested here in Nevis, we realise, are for insurance purposes, for work permits and also we do encourage anti natals to test and we are finding that the majority of persons getting tested are women, so we are putting on this activity for Fathers Day on the day before Fathers Day so we are giving men a gift of testing and it is important to test,” she explained.

Mrs. Liburd explained that the event was initially planned for June 27 to coincide with the world wide observance of National Testing Day, however it was moved up to the day before Fathers Day because it was important to get men involved in the testing.

She said the testing activity would be a three step confidential process which would involve voluntary counseling and testing. Read the rest of this entry »

Minimum Wage Review For The Federation

We must avoid narrow interests and pursue long-term solutions to prevailing global economic conditions that are affecting the economy of the Federation of St. Kitts and Nevis.

The advice was given by the Hon. Dwyer Astaphan, minister responsible for Labour, who was addressing Private and Public Sector stakeholders and officials during the Minimum Wage Consultation.  Minister Astaphan was framing the context of the minimum wage review in light of rising fuel and food prices around the world.

The Minimum Wage Advisory Consultation is held in fulfilling the requirements under the Labour (Minimum Wage) Act, Chapter 344, which calls for the periodic review of minimum wages in the Federation. Minister Astaphan pointed out that the cost of oil has risen over 500 percent in the last 10 years giving rise to the challenging economic situations in countries the world over.

“The reasons are manifold,” commented Minister Astaphan. “We know what is happening in the economies of China and India, the two largest population centers on the planet. Those economies are going through the roof. The demand for goods and other things that sustain and expand economies has gone up exponentially, and we know that the world economy still, for some time to come – which is the most worrying thing about it, is premised on oil and carbon- based energy sources.” Read the rest of this entry »
