The Nevis Reformation Party (NRP) Administration reiterated its ongoing commitment to providing quality, affordable homes under its home ownership program.  Premier of Nevis, Hon. Joseph Parry made the announcement during a public meeting in Gingerland on Wednesday night.

The Hon. Joseph Parry, who is seeking a renewal of his party’s mandate, has built over 300 homes during the past 5 years.  This is compared to the 112 homes built by the former Concerned Citizens Movement (CCM).

The Premier announced that the NRP, in its 2006 Manifesto, said they understood “the far-reaching benefits of affordable home ownership and the impact owning a home can make on someone’s life.”

The quality of the homes built for and provided to residents of Nevis is important to establishing a comfortable lifestyle; and every parish in Nevis received new homes, including areas such as Maddens, Shaws Road, Jessups and Stoney Grove.

According to the Premier, during the previous CCM administration, people who purchased homes had to take out additional loans for the tiling, cabinets and closet space of those homes.

“We in the NRP have made home ownership a one-shot deal. As the person purchasing the house receives a fully painted and complete house at very reasonable rates.  All one has to do when they receive their keys is move in their furniture,” said the Premier.

The Premier concluded that he is proud that his Administration has made it their business to provide home ownership at affordable prices “ensuring that Nevisians have a chance at owning a piece of the rock.”

“As a government, we will not stop until we are satisfied with the housing stock on this island,” said the Honourable E. Robelto Hector during an interview with the Department of Information just days before the official opening of the Cherry Gardens Housing Development.

Minister Hector, who spoke with pride from his Charlestown office, said the Nevis Housing and Land Development Corporation [NHLDC], through his Ministry of Housing and Land, had begun facilitating housing developments in the Hamilton, Maddens and Bath Village areas adding that the village of “Cotton Ground would be coming on stream.”

“It is some eight or nine project areas we’ve done within this country and truly, our aim is to satisfy Nevisians in terms of their housing needs,” he said.

As he reflected on the infant stage of housing development on Nevis, Minister Hector spoke of the numerous plans “put forward” by a number of housing ministers across the region. While many of their housing dreams never materialised, the Housing Minister said he was pleased that, with the assistance of his colleague ministers and the NHLDC, Nevis’ housing development was the envy of the Caribbean.

“We have said to you that we would deliver 300 homes within our five-year term and truly that has been realised,” he said.

The island’s “housing deficit of about 700 homes” as highlighted by Minister Hector, has fueled his ministry’s drive towards constructing more affordable homes for the residents of Nevis.

“Many others didn’t realise that and we are just about halfway in terms of bringing that deficit down so from here on I can tell you that the government is committed,” he said.

While on one hand, the housing minister was thrilled about advances in his ministry, on the other hand, he was disgusted at the numerous “hurtful comments” that he said were made about the Cherry Garden Housing Development.

“I am not sure today if the persons in Cherry Garden have yet transferred their vote in terms of being in Cherry Garden so sometimes when you hear that the people of Cherry Garden would have turned their back on the people of NRP; our government, that is not so,” the Minister said.

He added that while persons described as “detractors” said “the Cherry Garden Housing Development came into being to pad the list,” Mr. Eustace Nisbett Jr. of the NHLDC and Architect Mr. George Hunkins “were delivering.”

“Those are things that I recognise in the politics of hate, in the politics of trying to be forward, were said and I am waiting to get a public apology from those on the other side in terms of the negative things that they had to say about Cherry Garden,” Minister Hector said.

When asked about the support of his colleague ministers, Minister Hector said he was grateful for their dedication and commitment “from start to finish.” He however used the forum to commend the island’s Premier the Honourable Joseph Parry for his leadership style.

“My esteemed leader Mr. Joseph Parry: I would always say that I would serve with him, beneath him, around him. He has given us true direction in terms of what it is to be leaders: the education [and] the experience. All of us who serve with him can truly say we are committed to the job and we have delivered,” Mr. Hector said.

The governing St. Kitts-Nevis Labour Party has recommitted itself to make the creation of home ownership a priority in the new five-year term.

The Labour Party, which is seeking a renewal of its mandate with the people of St. Kitts and Nevis next Monday January 25th, has built over 4,000 homes over the past 14 years.

The latest statistics indicate that the Labour Party Administration of Prime Minister Hon. Dr. Denzil L. Douglas built and facilitated the construction of 4,053 homes between July 1995 and December 2009. This is compared to the 251 homes built by the former Peoples Action Movement (PAM) of The Right Hon. Dr. Sir Kennedy Simmonds.

The Labour Party built homes through the National Housing Corporation (NHC) programmes in 44 new locations and 16 existing locations, a total of 60 locations compared to 16 locations by the former PAM Administration.

The quality of the homes built and provided to nationals and their families is also important in the provision of a comfortable residence.

New areas where homes were built by the Labour Administration are in St. Christopher 1, Pond’s Pasture, Pond’s Estate, Taylors, Gillard, New Town and New Road; St. Christopher 2, Dorset, Pine Gardens, Mc Knight and Boone Avenue and Lockhart Street; St. Christopher 3, La Guerite, Buckleys, Shadwell, Trafalgar, Bay View, Camps, West Farm, The Abbots, and Garveys;  St. Christopher 4, Challenges, Green Tree, Verchilds, Conyers, Middle Island, Con Phipps and Harry Phipps.

Other new areas where homes were built by the Labour Administration since 1995 are St. Christopher 5, Fig tree; Newton Ground, St. Paul’s, Dieppe Bay, Parsons, Pogson, Lavington, Saddlers and Harris; St. Christopher 7, Belle Vue, Mansion, Christ Church, Phillips’ Upper Bourryeaux, Lodge Village and Ottley’s; St. Christopher 8, Ottley’s, Keys and St. Peters.

The Labour Administration in line with several National Housing Corporation (NHC)-sponsored programmes built 159 homes in St. Christopher 1; 250 homes in St. Christopher 2; 223 homes in St. Christopher 3; 191 homes in St. Christopher 4; 116 homes in St. Christopher 5; 342 homes in St. Christopher 6; 352 homes in St. Christopher 7 and 384 homes in St. Christopher 8, a total of 2,017. With the assistance of the Development Bank of St. Kitts and Nevis, 2,036 homes were built, for a total of 4,053. It must be pointed out that this 4,053 does not include private homes built by individuals on their own or with financing from other financial institutions.

The Labour Party in its 2010 Manifesto said it understands the far-reaching benefits of home ownership and the dramatic difference that owning a home can make in a person’s life.

“When Labour creates a new homeowner, it opens, for that person, doors to bank loans,wealth accumulation, business opportunities, social progress, social status, economicsecurity and inter-generational economic security,” it said.

The Labour Party reiterated that it knows that when someone acquires a home for the firsttime, “control an asset whose value increases from year to year; are freed from the un-ending obligation to pay rent can not look forward to the day when rent nor mortgage payments will be necessary and will have these newly freed funds for investments or other purposes.”

The Labour Government’s mechanisms for expanded home ownership include the Special Land Initiative, the National Housing Corporation and the Development Bank of St. Kitts and Nevis.

“Labour is continuing to provide additional lands, additional homes, additional assets, additional security’ and real economic power, to the people of the federation,” said the manifesto.

The incumbent Labour Government said it is offering tax relief to commercial banks that ease credit terms to first-time minimum wage purchasers, but an EC$10 million standby facility is being established at the Development Bank in case this offer is not accepted.
