St. Kitts and Nevis Prime Minister Hon. Dr. Denzil L. Douglas is crediting the policies of his governing Labour Administration, the confidence of local and foreign investment and the resilience of the people for reducing the impact of the global financial and economic down turn.

Dr. Douglas said that continued construction activity at the US$2 billion Christophe Harbour Development on the South East Peninsula, the US$100 million Ocean Edge Resort and US$30 million Silver Reef Resort on Frigate Bay, are expressions of confidence not only in his Labour Party Government, but also the economic development of St. Kitts and Nevis as a well sought after tourism destination.

Prime Minister Douglas noted that while some hotel construction projects had been halted in several Caribbean islands including Jamaica, Grenada, Dominica, Barbados, Antigua and Anguilla, those in St. Kitts and Nevis continue.

He pointed out that in the midst of the world economic turmoil, while American Airlines had discontinuing flights to several Caribbean nations, the US carrier has increased to daily its scheduled flights between St. Kitts and Miami and introduced a twice-weekly flight on Sundays and Wednesdays between St. Kitts and New York.

Dr. Douglas welcomed recent announcements by British and American carriers to increase flights to the Robert L. Bradshaw International Airport in St. Kitts within the next few months.

Atlanta-based Delta Airlines, which currently operates a flight from Atlanta on Saturdays, will add a second weekly non-stop flight from Atlanta’s Hartsfield-Jackson International Airport operating on Wednesdays, beginning on December 23, 2009.

He pointed out that when EXCEL Airways curtailed its weekly flight between St. Kitts and London-Gatwick, as a result of the global economic downturn, British Airways, began a weekly service in January this year.

“Now British Airways has announced it will add a second scheduled weekly flight from London’s Gatwick Airport into the Robert Bradshaw Airport on Tuesdays, starting on 23rd March 2010,” said Prime Minister Douglas.

He said British Airways brought just over 4,000 passengers to St. Kitts and Nevis for the first half of 2009.

Dr. Douglas also lauded the hard work of his Minister of State in Tourism, Sen. the Hon. Richard Skerritt in the area of cruise tourism, which will next season see a record breaking half a million cruise passengers coming ashore.

New ships expected include the 2,224-passenger “Norwegian Dawn”; the 2,850-passenger Celebrity Equinox and the 3,080 passenger “Ruby Princess.” The 2,400-passenger “Norwegian Jewel” and the 3,013-passenger ship MSC “Poesia” also plan one off visits.

“Tourism is working. St. Kitts and Nevis is working. Your Labour Party is working. Your Labour Government is working for the people of St. Kitts and Nevis,” said Dr. Douglas, who noted that since taking office in July 1995, his government as seen both local and foreign investment in the establishment of the Spice Mill Restaurant at Cockleshell Beach; La Belle Vie at Frigate Bay; Sky Safaris St. Kitts Ziplining Tour at Old Road; the St. Kitts Marriott Resort and Royal Beach Casino, the St. Kitts Scenic Railway, The Beach House, Bobsy’s Bar & Grill, King’s Palace, Star of India, Stonewalls, Reggae Beach Bar & Grill, Rock Haven Bed and Breakfast, Rock Lobster and Serendipity, scores of shops including Driftwood, and jewelry stores on the redesigned and reconstructed Port Zante and expansion of  OTI Hotel, Rawlins Plantation Inn and Ottley’s Plantation and the now popular Frigate Bay Strip.

The Nevis Island Administration (NIA) has adopted an imaginative approach to deal with solid waste disposal. Minister of Health on Nevis Hon. Hensley Daniel said the move was strategic and necessary in the development of a modern landfill.

Mr. Daniel’s comment came Wednesday when a number of derelict vehicles collected by the Nevis Solid Waste Management Authority, during an earlier campaign, were compressed and shipped out by St. Maarten based company Scorpio Material and Services to a recycling plant in New Orleans.

“When we are developing a modern landfill, we have to think of reducing the pressure because of the fact that we don’t have lots of sites in which we could do this…We are looking at doing new things”.

“It is not an accident that the car bailer is here and it is not an accident we bought a tyre bailer…It is not an accident we have a new garbage truck, it is not an accident that we have a system to cover the garbage on a daily basis. It is strategic management,” he said.

Mr. Daniel said the NIA was mindful that health was the central most important issue in any society plus tourism officials marketed the Nevis as an upmarket destination were the reasons behind the massive clean-up campaign.

“In that context you have to ensure a certain level of aesthetic appeal in the country and if you are selling the country as an upmarket destination, then you cannot have derelict vehicles strewn all over the place.

“What we have done since October/November last year, is to urge people to bring in these vehicles, allow us to take them from them, we waived the cost of bringing them here because normally they would be charged for dumping them at the site. We were able to get 250 vehicles… what we are doing is to reduce the amount of waste at the landfill that we have to process,” he explained.

The Health Minister noted that Nevis was small and therefore it was critical new ways were developed to do things and to think ahead. He pointed to the new communities that had emerged on the island which would create additional garbage for the landfill.

Mr. Daniel described recycling  as one step further in the reduce, reuse and recycle process  and made a special appeal in particular to mechanics to give up the vehicles that had outlived their usefulness which were rotting on their premises.

He said too, that plans also included the whole business of reusable and recyclable shopping bags which would ease the consumption of plastics.

Mr. Daniel used the opportunity to thank the Authority’s General Manager Mrs. Carlyn Lawrence and her staff for their efforts to keep Nevis clean.

Date Set For Court Hearing Filed Against Commission of Inquiry

The Commission of Inquiry Secretariat announced on Monday that Monday September 07, 2009 had been set aside by the High Court on Nevis, to hear substantive matters relevant to a case filed by Former Premier of Nevis Mr. Vance Amory, against the Commission of Inquiry.

In a press statement, Secretary to the Commission also said that the matter would be held in open court.

The announcement followed a July 23 press release from Commission’s Secretary Mr. Morrice Tyrell at the end of a court hearing into an application by Mr. Amory, for an interim injunction which challenged the legality of the Commission.

It stated in part that on the evening of July 20, Commissioner Sharpe and the Nevis Island Administration had been served with legal papers issued on behalf of [former] Premier Amory.

“He was seeking a number of declarations seeking to declare the Commissioner’s appointment invalid and an injunction preventing the Commission from proceeding further. The Commission nevertheless proceeded with its planned hearings.

“On Wednesday morning [former] Premier Amory applied for an ex parte injunction to stop the work of the Commission: this application was made without notice or with any opportunity to respond. The Learned Judge refused the application and required Premier Amory to serve papers and evidence on the Commissioner and the Administration. These papers were served on Wednesday morning requiring attendance at the Court at 2pm that day. Once again, the Commission proceeded with its work and examined witnesses on Wednesday morning.

“A brief hearing was held at 2pm on Wednesday and the matter was adjourned till noon on Thursday 23 July. In the meantime, the Commissioner and the Administration filed affidavits in reply and a written argument, supported by numerous authorities, resisting the application.

“At the hearing at noon today Premier Amory’s counsel indicated that they had sought advice and now proposed to add a ‘constitutional claim’ which would require the Attorney General to be joined in the action. He also indicated that as it had become clear that no public hearings would take place until late September, at the earliest, the perceived urgency had disappeared.

“With the full approval of the Learned Judge, the case will go forward for a speedy trial sometime in August, and a timetabling hearing will take place next Friday to set out what needed to be done and by whom, and to set a trial date. In the interim, the Premier Amory’s revised case would be served on the Defendants and Attorney General.”
